VPPD Arrests

The Ville Platte Police Department reported nine recent bookings into the city jail. Arrested were the following persons:
• Jermaine Larnette, 40, 1612 Kembo, Ville Platte, was arrested on April 27, 2017, for Theft and remains incarcerated on a $500.00 bond.
• Rudolph Andrus, 30, 516 E. Jackson St., Ville Platte, was arrested on April 30, 2017, for Criminal Damage to Property and Domestic Abuse Battery and is out on a $1700.00 bond.
• Spencer William, 28, 707 Young St., Ville Platte, was arrested on May 2, 2017, for Criminal Trespass and Theft and is out on a $1000.00 bond.
• Kirby Simon, 41, 608 E. Jackson St., Ville Platte, was arrested on May 5, 2017, for Simple Battery and is out on a $1000.00 bond.
• Cary Lee, 47, 4414 Opelousas Rd., Ville Platte, was arrested on May 5, 2017, for Simple Battery and is out on a $1000.00 bond.
• Tevin Thomas, 24, 109 Sylvester, Ville Platte, was arrested on May 8, 2017, for Resisting an Officer, Remaining After Being Forbidden, and Disturbing the Peace by Fighting and remains incarcerated on a $1450.00 bond.
• Kiara Calvin, 22, 109 Sylvester, Ville Platte, was arrested on May 8, 2017, for Disturbing the Peace by Fighting and is out on a $200.00 bond.
• Javonte Ardoin, 17, 707 E. Wilson St., Ville Platte, was arrested on May 8, 2017, for Simple Battery and is out on a $1000.00 bond.
• Kelogah Calvin, 18, 626 Court St., Ville Platte, was arrested on May 9, 2017, for Disturbing the Peace by Fighting and is out on a $200.00 bond.

The Ville Platte Police have arrested two individuals in connection to a shooting and armed robbery that occurred on March 19, 2017.
According to a VPPD press release, at the time of the incident “officers responded to a report of a shooting in the 600 block of East Jackson Street.”
Upon arrival at the scene, “officers found a black male had been shot in the leg,” who was transported by Acadian Ambulance to Rapides Medical Center for Treatment.
After further investigation by detectives, Darious A. Arvie, 23, of Te Mamou Rd., was arrested and charged with principal to attempted second degree murder, aggravated assault with a firearm and principal to armed robbery. Arvie was booked into the city jail on a $140,000.00 bond set by Judge Gary Ortego.
The other individual arrested was Roderic D. Thomas, 25, of 1310 Peach St., who has been charged with principal to attempted second degree murder, aggravated assault with a firearm and principal to armed robbery. His bond was set at $140,000.00 by Ortego.
Police are still in search of two other suspects. If anyone knows the whereabouts of Trevor L. Ardoin, 25, and Geraldo O. Nelson, 28, the VPPD ask that you call their department at (337) 363-1313. Callers will remain anonymous.

Ville Platte Deputy Marshal arrested for soliciting prostitution; suspended from Marshal’s office

Ville Platte Deputy Marshal Arthur Lee Phillips was arrested by Jeff Davis Sheriff’s detectives on Monday in connection with a prostitution incident that occurred over the weekend in Fenton, La.
Phillips, 50, has been accused of picking up 29-year-old Maria R. Joseph of Ville Platte, having sex with her and then taking her to Fenton where she performed sex acts with other people for money.
Phillips transported the female to Fenton in an unmarked car that belonged to his employer, the Ville Platte City Marshal.
Phillips was arrested and charged with soliciting prostitution. His bond has been set at $10,000.00.
The day following Phillips’ arrest, the Ville Platte City Marshal’s office released a statement in regard to this incident.
The statement read, “Ville Platte City Marshal Ronald Doucet, has announced that Deputy Marshal Arthur Phillips has been suspended form his duties pending the outcome of all investigative proceedings regarding allegations against Phillips, in Jeff Davis Parish, unrelated to his duteis as a Deputy City Marshal.
The female involved was arrested Saturday night after receiving $120.00 for having sex with an individual in Fenton.
According to KLFY, during an investigation, “Joseph admitted to officers that she texted a Ville Platte city marshal who lives in Fenton and threatened to file the false report of rape to persuade him to give her a ride back home.”
Joseph was arrested and booked on charges of prostitution, possession of a CDS I marijuana, and possession of drug paraphernalia.

EPSO investigating theft within its department

On Friday, Evangeline Parish Sheriff Eddie Soileau released a statement in regards to a situation involving theft from the EPSO at the hands of one of its own employees.
The sheriff’s release stated that “there is sufficient evidence to suspect that an employee has compromised some deposits of monies within the agency.”
A quote from Soileau was also provided in the release, which read, “The results of our internal efforts, which are ongoing, have been and will continue to be shared with Louisiana State Police who have agreed to join the investigation to help determine the details of the theft. We have notified the Louisiana Legislative Auditor regarding this most serious matter as well.”
Sources close to the investigation have confirmed that EPSO employee Bobby Jo Fontenot has confessed to misappropriating funds at the sheriff's office.
This situation remains under investigation.
This isn’t the first time the EPSO has experienced a situation such as this one.
In September of last year, former Chief Civil Deputy Rebecca Devillier was sentenced to 15 years of hard labor with seven years suspended; five years of active and supervised probation after her release.
She was ordered to pay restitution to the Evangeline Parish Sheriff’s Office in the amount of $114,981.00. Devillier was charged with performing her duties as the Chief Civil Deputy in an unlawful manner with the Sheriff’s Office by diverting funds and issuing checks to herself, unauthorized use of credit cards, etc. over a span of approximately 3 years.
Devillier is currently serving out her sentence at the Elayn Hunt Correctional Center in St. Gabriel, Louisiana.

On Wednesday, the Evangeline Parish Sheriff’s Office confirmed that an employee with the Evangeline Parish Sheriff’s Civil Department was arrested that morning around 9:30 a.m. on the charge of felony theft.
The employee accused of theft has been identified by the EPSO as Bobbi Jo Fontenot, who has been employed with the sheriff’s office since October of 2013.
Her arrest came after a two week long investigation revealed that Fontenot had been stealing from the EPSO through a check substitution scheme.
A press release from Sheriff Eddie Soileau stated that “through the efforts of Josh Fontenot, CPA (Evangeline Parish Chief Deputy Assessor), a check substitution scheme was discovered within the Evangeline Parish Sheriff’s Office.”
The sheriff then stated, “We will continue our internal efforts in order to make a determination of how much money was taken and we will continue to provide the information to the Louisiana State Police who have joined the investigation. The Louisiana Legislative Auditor has been apprised of the situation as well.”
Fontenot was booked into the parish jail on charges of theft of over $1,500.00. She was released the same day on a $20,000.00 bond.
The investigation into the theft is ongoing and the sheriff plans to update the public as the investigation develops.

Long time Ville Platte City Judge passes away

A former Ville Platte city court judge passed away Tuesday night after a lengthy illness at the age of 71.
Donald J. Launey, Jr., was elected to the bench in 1991. He ran for office to fill the vacancy created after J. Wendel Fusilier resigned to run for district attorney. Launey ran against Gary J. Ortego and Clyde Fontenot and defeated Ortego in the runoff.
His second cousin Alex Chapman said, “Once he became judge, he still had a private practice” doing mainly social security work. Launey had a law office in the Preston N. Aucoin building.
“He was good,” said Clerk of the Ville Platte City Court Jan Fontenot who had worked for Launey as long as he had been on the bench. “He enjoyed being a judge. That was everything to him. He was always there for us, and he loved his job.”
The love of his job and the way he conducted himself on the bench translated itself to reasons why he never faced opposition. He ran unopposed in each of the following elections and retired in 2014 because of his failing health.
“He was sick for a long time while he was still on the bench,” Chapman said. Once he stepped down from the bench, Jonathan Vidrine was appointed as judge pro tem until current City Court Judge Gregory Vidrine was elected in 2014.
“I was terribly sad to hear of his passing,” Vidrine said of Launey’s passing. “His wife and family are in our prayers. Judge Launey was synonymous with city court in much the same way Walter Lee was synonymous with the clerk’s office. Many people don’t associate those positions with anyone else”
“It has been a humbling experience, and a great honor to follow his term as judge,” Vidrine continued. “I’m constantly reminded of his influence over the court and of the impact that he left on the city court staff. Today we opened court with a moment of silence in reverence for his passing and in recognition of his lifetime of service to the community.”
While continuing his law practice, Launey shared the building with Gilbert W. Aucoin and Gilbert J. Aucoin. “He and I were good friends, and we had a friendly but professional relationship during court sessions,” said Gilbert J. Aucoin. “He brought extreme honesty and integrity to the judicial system and was recognized by fellow judges throughout the state for doing so. He was never one to blow his own horn, and he worked quietly and continuously.”
“In his 23 years as city judge, he took only one vacation (to the best of my memory) and was at work from eight to five every day of the week,” added Aucoin. His judicial decisions were well thought out and researched. I think he never had a decision reversed by an appellate court in those 23 years.”
“And although he could have increased court fees and fines, he let them remain standard,” continued Aucoin. “He even turned down a raise in pay that was approved by the city council and (for the record) stated he’d rather it be given to the city police. He truly had the citizens of Ville Platte’s interest in mind. He never abused his power in all those years. To the contrary, he was humble and thankful to have the privilege to serve the people.”
Launey leaves behind his wife Connie and two daughters, Yvette LeBlanc, a nurse anesthetist in Lafayette, and Nicole Gross, a pharmacist in Shreveport. He also leaves behind three grandchildren.
